Visit your local thrift store and or Goodwill. I've always put costumes together from there. We made a Buzz Lightyear costume one time out of an old Jedi costume. LOL. Just used some fabric paint.
Google 'homemade halloween costumes' I'm sure you'll find great ideas. :-)
When mine were little...1 year, I got some (on sale) black/white/striped fabric, and went to the dollar store for accessories, and my son went as a pirate...very cheap. Another year, I got my daughter's (dance) costume for $6 at a consignment store for kids, it was perfect! And on Wednesday this week (our blog) Showcase Sisters will be showcasing some really good costume-sales!
